This module on Strategy-Led Budgeting draws on the successful experiences of the BEPPs to recommend a budgeting approach that depends on a stronger relationship between strategic planning and budgeting. Again, this will be institutionalised in the budgeting process.

The module covers, inter alia:
•  The Importance of Strategy-Led Budgeting
•  The Built Environment Value Chain
•  Multi-year Budgeting
•  The Annual Budget Cycle
•  Timing Considerations
•  Attributes of Successful Strategies
•  Long-Term Financial Strategies
•  Challenges in Strategy-led Budgeting
•  Monitoring and Evaluation 
•  Requirements for Public Finance Reform

Learners will be able to explain why strategy-led budgeting is a critical dimension of coherent governance.

Learners will be able to understand the Medium-Term Revenue and Expenditure Framework (MTREF) approach to budgeting and how the budget is a prioritisation of programmes and projects that are aligned to strategy.

Learners will be able to understand long term financial strategies and how it links planning, programme preparation and actual funding together.
