The Urban Reforms Knowledge Series comprises reforms in metropolitan municipalities focused on the functions of
planning, budgeting, and reporting. Module 1 presents an introduction and background to the Urban Reforms,
covering the development of the reforms and the stakeholders involved.

Learners will be able to identify the legislation applicable to planning, budgeting and reporting and the required alignment between planning, budgeting and reporting instruments.
Learners will be able to understand that the planning regulatory environment is fragmented across national departments and the subsequent need for planning, budgeting and reporting reforms, complemented by policy and regulatory reform.
Learners will be able to understand the urban reform agenda and recognise how the experience of metros to produce Built Environment Performance Plans (BEPPs) and the lessons learnt could be used to strengthen the key existing legislative planning, budgeting, and reporting instruments.
